What Is a NARR Level 2 Recovery Residence?
The National Alliance for Recovery Residences (NARR) defines four levels of recovery housing based on structure, staffing, and support intensity. Level 2 — Monitored is the standard for structured peer-support housing that is not clinical in nature.
Level 2 (Monitored) means:
- Written house rules, governance documents, and a formal grievance process
- Consistent rule enforcement and a documented progressive discipline ladder
- Required participation in recovery programming (outpatient, peer meetings, or equivalent)
- Structured sign-in/sign-out and curfew systems
- Zero-tolerance sobriety expectation with scheduled testing
- Background-screened house manager/staff on site
- Narcan/naloxone on premises and staff trained in use
Level 2 is not treatment, detox, medication management, or clinical care. It is accountable peer-support housing for adults who can live with structured independence and are actively engaged in their own recovery.
Placement Fit: Who Is a Good Candidate?
Use this checklist to quickly assess whether a client is a realistic candidate before submitting a referral.
Good fit
- Committed to maintaining sobriety
- Medically stable — no active detox need
- Able to live with structured peer-support and some independence
- Willing to attend recovery meetings or equivalent programming
- Discharged from or leaving inpatient treatment, hospital, correctional, or drug court
- Adult male (18+)
- Drug court, probation, or parole welcome
- Re-entry from incarceration welcome
Not a fit
- Requires active medical detoxification or withdrawal monitoring
- Requires psychiatric crisis stabilization or inpatient-level behavioral health care
- Requires assisted living or personal care assistance
- Requires daily medication administration oversight by nursing staff
- Active substance use at time of referral (not yet stabilized)
- Minor (under 18)

What to Have Ready Before You Refer
Having this information ready speeds up intake and helps confirm placement fit quickly. Do not include PHI, SSNs, diagnoses, detailed medication lists, or criminal history in a first contact — use general, non-identifying information initially.
About the client (use general, non-identifying language at first contact):
- First name only (no last name or DOB needed at initial contact)
- Current setting and anticipated discharge or release date
- Recovery status / sobriety commitment (general — no diagnosis details)
- Any transportation needs at move-in
- Known scheduling requirements (drug court dates, probation appointments, outpatient sessions)
- Whether they have income or are pursuing income (for fee planning discussion)
About you (the referring professional):
- Your full name and professional title
- Organization / agency name
- Direct phone number and email
- Inquiry type: discharge placement, re-entry coordination, drug court, housing navigation, or other
How the Referral Process Works

Submit a referral inquiry
Use the online intake form or email azulmontana@nanocorp.app. Include your name, organization, and contact information. Keep client details general at this stage — no PHI, SSNs, diagnoses, medications, or criminal history.

Intake responds within one business day
A team member from Azul Montana will contact you directly to discuss placement fit, confirm current bed availability, and answer any questions about the house model, Bed License Agreement, fees, and logistics.

Placement fit and bed confirmation
If the client meets Level 2 criteria and a bed is available, the intake team confirms the placement and begins move-in coordination. If a bed is not immediately available, intake will discuss expected availability and waitlist options.

Move-in coordination
Azul Montana coordinates move-in logistics with you and the client — including transportation support to the property on move-in day. The client enters under a written Bed License Agreement (licensee, not tenant). A one-time non-refundable move-in fee of $250 is due at move-in. All fees are disclosed in writing before funds are accepted.

Ongoing coordination
Azul Montana can coordinate with drug court, probation/parole, outpatient treatment providers, and case management teams for required appointment transportation and documentation. Referral professionals may contact the house manager directly for placement updates.

What Intake Needs From You
The intake team will ask for the following during the confirmation conversation. Having this ready speeds up the process significantly.
Client information
- First and last name
- Date of birth
- Current location (facility name, unit, or address)
- Anticipated discharge or release date and time
- Transportation arrangements or needs
- Primary substance(s) and length of sobriety at discharge (general — no clinical diagnosis detail required)
- Current recovery programming participation (outpatient, IOP, NA/AA, other)
- Any scheduled court, probation, or parole appointments in the first 30 days
Documentation (to follow — not required at initial inquiry)
- Photo ID (client to bring at move-in)
- Any release forms your agency requires for housing follow-up
- Drug court or supervision conditions document if applicable (for transportation scheduling)
- Insurance or subsidy information if relevant to fee planning
