Who We Are

A NARR Level 2 Structured Recovery Residence

Azul Montana Enterprises operates substance-free supportive housing for adults in early recovery in the Orlando, FL metro area. Our residence is designed to feel like a real home — structured, accountable, and governed by written policy.

We are aligned with the National Alliance for Recovery Residences (NARR) Level 2 standards for structured recovery housing. Residents enter under a Bed License Agreement — they are licensees of a housing arrangement, not residential tenants.

Pursuing FARR certification under Fla. Stat. 397.487 — actively building toward Florida's state-recognized recovery residence certification standard. We do not represent ourselves as currently FARR-certified.

Policy & Procedures Manual

A comprehensive written manual governs every aspect of operations — from admission criteria to daily expectations, chore systems, curfews, and emergency procedures. Nothing is left to informal discretion. Residents receive written information about house expectations, fees, rights, and policies before entering any agreement.

Residents' Rights (16 Written Rights)

Every licensee receives a written rights statement at intake. Rights include:

  • Dignity and respect from all staff and residents
  • Safe, supportive recovery environment
  • All fees, charges, and refund policy in writing before any agreement
  • Privacy and confidentiality of personal information
  • Freedom from unlawful discrimination
  • Participation in their own recovery planning
  • Raise concerns without threat or retaliation
  • Fair and consistent enforcement of all house rules
  • Access to community resources and recovery support

Formal Grievance Process with Timelines

A documented grievance process addresses concerns about staff, rule enforcement, financial matters, privacy, safety, living conditions, and discrimination. Features include:

  • Written process with defined review steps and escalation paths
  • Grievances against staff, the operator, or other residents
  • Community and neighbor concern pathways
  • Grievance records maintained for accountability
  • Zero-retaliation policy for good-faith grievances
  • Grievance procedures posted and accessible to all licensees

Progressive Discipline & Consistent Enforcement

Policy violations follow a written, consistently enforced progressive discipline ladder — graduated steps, documented outcomes, and no arbitrary decisions. Residents know expectations in advance. Certain violations (substance use, weapons, violence) carry immediate dismissal procedures per the written Dismissal Policy.

Who Is a Good Placement Fit

Adult (18+) seeking structured, substance-free housing to support recovery
Willing to follow house rules and written expectations consistently
Willing to participate in their own recovery planning and goal setting
Able to live with some degree of independence — bathing, dressing, and participating in household chores
Willing to contribute positively to shared household responsibilities
Active in recovery programming: outpatient treatment, peer support meetings, or equivalent
Not in need of clinical, medical, detox, or assisted-living services

Not able to provide 1:1 clinical supervision or medical monitoring

Transportation Support

Transportation Assistance Available

We understand that transportation is often a barrier in the early stages of recovery. We offer logistical support to ease the transition and help residents maintain accountability with their outside commitments.

Transportation to the Property

We can assist with transportation to the residence at move-in — reducing the logistical friction of a transition from discharge or another setting.

Agency & Appointment Check-Ins

Support for transportation to required check-ins: probation/parole appointments, drug court appearances, case management meetings, and outpatient treatment sessions.

Transition-Out Support

As licensees prepare to move toward independent living, we provide transition-out transportation support to help with a stable, organized exit from the residence.
